This is a leather strop. Strops are often made of leather or canvas, or another flexible material. They are meant to help sharpen the edge of a straight razor and can also help realign one that have shifted. There are usual metal ends attached to these pieces to hold while sharpening and are often stored in a hanging position.

The three Indigenous Nations that are neighbours to London are the Chippewas of the Thames First Nation; Oneida Nation of the Thames; and the Munsee-Delaware Nation who all continue to live as sovereign Nations with individual and unique languages, cultures, and customs.
