This buffer is an earlier iteration of a floor polisher. It has an extremely heavy metal base which would allow the user to run the unit back and forth so to polish non-carpeted floors. One side of the base has a layer of cork padding and the other a dense brush. The brush would get any dirt and grim off the floors and then allow for manual polishing which would help restore the flooring.
